Narrative:

I was working local position. I had cleared air carrier X, a DH8, to land runway 23R. Ground control had told a vehicle to proceed up to runway 23R to mow around the edge lights. On short final the aircraft started a go around and stated a truck was on the runway. The vehicle was on the very edge of runway 23R. Due to the fog I had not noticed him. Ground control did not inform me of the vehicle prior to the go around.

Title: VEHICLE CLOSE PROX TO RWY ACR X EXECUTED A GAR.

Narrative: I WAS WORKING LCL POS. I HAD CLRED ACR X, A DH8, TO LAND RWY 23R. GND CTL HAD TOLD A VEHICLE TO PROCEED UP TO RWY 23R TO MOW AROUND THE EDGE LIGHTS. ON SHORT FINAL THE ACFT STARTED A GAR AND STATED A TRUCK WAS ON THE RWY. THE VEHICLE WAS ON THE VERY EDGE OF RWY 23R. DUE TO THE FOG I HAD NOT NOTICED HIM. GND CTL DID NOT INFORM ME OF THE VEHICLE PRIOR TO THE GAR.
