Narrative:
Small transport X PA60 pilot is reported to have lost medical and is under medication for mental problems. My personal observations of this pilot in the past 2 yrs: he is consistently flying low level, , scud running, reckless operation in an air traffic area. This situation, he was flying a PA-60. Took off, climbed no higher than 500 ft AGL. Buzzed an area southeast of approach end of runway 31 at less than 300 ft AGL. Then departed. Single pilot observed. Callback conversation with reporter revealed the following information: reporter stated the pilot has been turned into the local FSDO office and FSDO is investigating.

Title: PLT ALLEGED TO HAVE FLOWN OVER POPULATED AREA BELOW 500 FT. VIOLATION FARS.
Narrative: SMT X PA60 PLT IS RPTED TO HAVE LOST MEDICAL AND IS UNDER MEDICATION FOR MENTAL PROBS.
