Narrative:
At 2000 ft MSL on final approach to smf runway 16L, visual approach, PAPI (precision approach path indicator) only NAVAID. Captain switched to tower at OM. Tower advised that runway lights may have failed, conditions were clear, dusk, runway in sight. I asked captain if he wanted to land with runway lights out. He said he was using his emergency authority/authorized and told me to land. I made uneventful landing. I reported to tower that runway edge lights were not working. Supplemental information from acn 275518: when switched over to tower about 2 mi outside of ADF, tower advised that runway lights were inoperative and they could not find a way to turn them on. Since we had been dispatched with minimum fuel, elected to land under captain's emergency authority/authorized.

Title: FLC DEV VIOLATION OF THE FARS. LANDED PAST SUNSET WITHOUT USE OF HIGH INTENSITY RWY LIGHTING.
Narrative: AT 2000 FT MSL ON FINAL APCH TO SMF RWY 16L, VISUAL APCH, PAPI (PRECISION APCH PATH INDICATOR) ONLY NAVAID. CAPT SWITCHED TO TWR AT OM. TWR ADVISED THAT RWY LIGHTS MAY HAVE FAILED, CONDITIONS WERE CLR, DUSK, RWY IN SIGHT. I ASKED CAPT IF HE WANTED TO LAND WITH RWY LIGHTS OUT. HE SAID HE WAS USING HIS EMER AUTH AND TOLD ME TO LAND. I MADE UNEVENTFUL LNDG. I RPTED TO TWR THAT RWY EDGE LIGHTS WERE NOT WORKING. SUPPLEMENTAL INFO FROM ACN 275518: WHEN SWITCHED OVER TO TWR ABOUT 2 MI OUTSIDE OF ADF, TWR ADVISED THAT RWY LIGHTS WERE INOP AND THEY COULD NOT FIND A WAY TO TURN THEM ON. SINCE WE HAD BEEN DISPATCHED WITH MINIMUM FUEL, ELECTED TO LAND UNDER CAPT'S EMER AUTH.
