Narrative:
Advisories are being given in relation to how and how not to fly your airplane, wind and traffic and at night the lights are keyed on by a person off airport who is not qualified or authorized to do this type of thing. This has been going on for a yr or more now. Callback conversation with reporter revealed the following information: the reporter states that 'everyone in town' knows who the person is that is making the xmissions. A citizen who used to fly has a silo-like structure overlooking the airport with windows around the top. The citizen likes to get into his silo and 'play tower.' the transmission activity has lessened recently. The reporter is now aware of the FAA aviation safety hot line and will use it, call the FSDO, or notify the FCC if this starts up again.
