Narrative:
A C172 departed IFR, runway 14, given a left turn to gread intersection, climbing to 5000 ft. E120 was released by tyndall approach control (pam) after the C172 with a left turn to 090 degrees and climbing to 5000 ft. The E120 and C172 were within 1/2 mi laterally and 200 ft vertical when the E120 was 2 mi southeast of pfn. At this time (XA18Z) pam called pfn and amended the heading for the E120 to runway heading. The C172 is based locally. What caused the problem: incapable controllers at tyndall. Prevention: assign approach control responsibilities to an FAA facility.

Narrative: A C172 DEPARTED IFR, RWY 14, GIVEN A L TURN TO GREAD INTXN, CLBING TO 5000 FT. E120 WAS RELEASED BY TYNDALL APCH CTL (PAM) AFTER THE C172 WITH A L TURN TO 090 DEGS AND CLBING TO 5000 FT.
