Narrative:
At mex, our flight was cleared to follow foreign air carrier or some such vague instructions and hold short of runway 23R. Foreign air carrier had to back-taxi to the end of runway 23R while we followed him onto the runway. They were cleared to takeoff while we were on the runway. The problem was that the first officer calls ground routinely on our MD80's while the captain is finishing up with the pushback crew on the interphone. The first officer gets taxi instructions then gets busy with checklists. The taxi instructions are requested when the captain is out of the loop. Suggest that in the future, first officer's don't call for taxi until the captain is ready to listen.

THE TAXI INSTRUCTIONS ARE REQUESTED WHEN THE CAPT IS OUT OF THE LOOP. SUGGEST THAT IN THE FUTURE, FO'S DON'T CALL FOR TAXI UNTIL THE CAPT IS READY TO LISTEN.
