Narrative:
We were departing hagerstown en route to pit. Our initial clearance was 4000 ft, expecting 16000 ft after 10 mins. On the few occasions I had flown this route, a clearance to 8000 or higher was the norm after radar contact. At 1500 AGL, I called for climb power and climb checks. I initiated the power change, the captain completed it and started the climb checks (9 items) he interrupted it to contact center. I thought center then cleared up to 8000 ft. He resumed the checklist. We make 1000 and 500 ft calls prior to reaching altitude. In this case none were made. Climbing through 4300 ft I looked at the ADF (which we use to hold the altitude number to which we are cleared). It said 4000 ft. I stopped the climb (at 4500 ft) and descended immediately to 4000 ft. The controller asked us to verify our initial altitude. We did and he then cleared us up to 8000 ft.
