Narrative:

Flight deviated from ATC assigned altitude of 10000 ft at hoagi intersection (houston cugar arrival) due to a TCASII RA to climb. The conflicting aircraft was a cherokee single engine at 9500 ft and climbing in VFR conditions. Houston approach control was not in communication with the light traffic and could not verify the traffic's intentions. We climbed to 11000 ft and advised ATC, and re- descended to 10000 ft. Houston was advised of our TCASII RA and that we were climbing.
