Narrative:

Female passenger approximately 7 yrs old experienced possible medication od/stroke which apparently led to heart attack. Doctor on board in attendance with 3 nurses throughout. Approximately abeam juneau, doctor said situation was dire, that landing was necessary. Captain exercised emergency authority/authorized for landing at juneau. Supplemental information from acn 278115: passenger feeling ill and required oxygen. We changed altitude from FL350 to FL260. Md was suddenly called back to passenger to begin cpr. Due to the lack of radar coverage below 10000 ft and the high volume of seasonal light aircraft traffic in this area, I was unable to exceed the 250 K maximum IAS. Paramedics met the flight.

DUE TO THE LACK OF RADAR COVERAGE BELOW 10000 FT AND THE HIGH VOLUME OF SEASONAL LIGHT ACFT TFC IN THIS AREA, I WAS UNABLE TO EXCEED THE 250 K MAX IAS. PARAMEDICS MET THE FLT.
