Narrative:
I arrived at my office, surprised to find hot rods on the tarmac, ramp and aircraft operation area. Walked to another hangar, had to dodge a hot rod operating at high speed in reverse across 1 taxiway then down a taxi lane between hangars. I didn't think this was very safe. The airport manager approves the use of the airport for public events that have no meaning to aviation--industry dangerous conflicts between airport users and non-aviation lay persons. I also observed rides being sold from the main terminal ramp. Passenger planing and deplaning were subject to rotor blades on a helicopter run- up at the time aircraft arrived and departed. I also observed passenger after deplaning dodging hot rods driving on the airport operating area. Replace the current airport's manager with a person that understands the FARS, aim, and utilization of aircraft operations areas. Safety first! Having avoided a second conflict with a hot rod, I took refuge in my office and wrote this report.

Title: UNCTLED VEHICLES IN ARPT OPS AREA.
Narrative: I ARRIVED AT MY OFFICE, SURPRISED TO FIND HOT RODS ON THE TARMAC, RAMP AND ACFT OP AREA. WALKED TO ANOTHER HANGAR, HAD TO DODGE A HOT ROD OPERATING AT HIGH SPD IN REVERSE ACROSS 1 TXWY THEN DOWN A TAXI LANE BTWN HANGARS. I DIDN'T THINK THIS WAS VERY SAFE. THE ARPT MGR APPROVES THE USE OF THE ARPT FOR PUBLIC EVENTS THAT HAVE NO MEANING TO AVIATION--INDUSTRY DANGEROUS CONFLICTS BTWN ARPT USERS AND NON-AVIATION LAY PERSONS. I ALSO OBSERVED RIDES BEING SOLD FROM THE MAIN TERMINAL RAMP. PAX PLANING AND DEPLANING WERE SUBJECT TO ROTOR BLADES ON A HELI RUN- UP AT THE TIME ACFT ARRIVED AND DEPARTED. I ALSO OBSERVED PAX AFTER DEPLANING DODGING HOT RODS DRIVING ON THE ARPT OPERATING AREA.
