Narrative:
Question the legality of our release. Was an MEL required? There was a difference of opinion among line maintenance. I believe the conservative course of action would be to receive an MEL. Advised by fra maintenance that an aft cargo door actuator was inoperative. Parts removed and placed in center assembly compartment. Fra maintenance advised. Maintenance and flight crew contacted msp dispatch for MEL 52-3. MEL placard needs to be prepared by dtw maintenance, and lids item entered. Upon further contact with maintenance control and msp dispatch, found no MEL action required. Bulk cargo door counter balance actuator arm broke off. Inspected door hinge, door open, close actuator. No damage noted defer for remain overnight in msp. Parts are in so's desk. Right/right snubber arm and cylinder assembly leak and operations checked ok.

Title: WDB ACFT HAS CARGO DOOR PROB AT FOREIGN ARPT. LCL MAINT AND HEADQUARTERS MAINT INDICATE NO MEL NECESSARY.
Narrative: QUESTION THE LEGALITY OF OUR RELEASE. WAS AN MEL REQUIRED? THERE WAS A DIFFERENCE OF OPINION AMONG LINE MAINT. I BELIEVE THE CONSERVATIVE COURSE OF ACTION WOULD BE TO RECEIVE AN MEL. ADVISED BY FRA MAINT THAT AN AFT CARGO DOOR ACTUATOR WAS INOP. PARTS REMOVED AND PLACED IN CTR ASSEMBLY COMPARTMENT. FRA MAINT ADVISED. MAINT AND FLC CONTACTED MSP DISPATCH FOR MEL 52-3. MEL PLACARD NEEDS TO BE PREPARED BY DTW MAINT, AND LIDS ITEM ENTERED. UPON FURTHER CONTACT WITH MAINT CTL AND MSP DISPATCH, FOUND NO MEL ACTION REQUIRED.
