Narrative:

Air carrier X beacon code OX45 at 11000 ft in handoff to lex approach. ARTS iia accepted handoff all by itself (not taken by controller). Callback conversation with reporter revealed the following information: reporter stated the problem began when the ARTS ii was upgraded to an ARTS iia. The dss can't solve the problem. Reporter said the ARTS accepts handoffs from the 3 adjoining approach controls and the center. Reporter said he has not officially made this problem known to facility management. Reporter does not know if problem is being worked on.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE PROB BEGAN WHEN THE ARTS II WAS UPGRADED TO AN ARTS IIA. THE DSS CAN'T SOLVE THE PROB. RPTR SAID THE ARTS ACCEPTS HDOFS FROM THE 3 ADJOINING APCH CTLS AND THE CTR. RPTR SAID HE HAS NOT OFFICIALLY MADE THIS PROB KNOWN TO FACILITY MGMNT. RPTR DOES NOT KNOW IF PROB IS BEING WORKED ON.
