Narrative:
CFI and student practicing off airport. Power loss continued to 50 ft AGL, engine hesitated with throttle full, resulted in landing. No damage to aircraft or occupants, damaged 100 ft worth of bean plants. Poor judgement by CFI, proceeded much too low. New safety policy that all gars off the airport will be initiated by the CFI at a minimum of 500 ft AGL.

Title: TRAINEE WAS FORCED TO LAND OFF ARPT WHEN THE ENG FAILED TO RESPOND TO THROTTLE APPLICATION DURING RECOVERY FROM A PRACTICE FORCED LNDG.
Narrative: CFI AND STUDENT PRACTICING OFF ARPT. PWR LOSS CONTINUED TO 50 FT AGL, ENG HESITATED WITH THROTTLE FULL, RESULTED IN LNDG. NO DAMAGE TO ACFT OR OCCUPANTS, DAMAGED 100 FT WORTH OF BEAN PLANTS. POOR JUDGEMENT BY CFI, PROCEEDED MUCH TOO LOW. NEW SAFETY POLICY THAT ALL GARS OFF THE ARPT WILL BE INITIATED BY THE CFI AT A MINIMUM OF 500 FT AGL.
