Narrative:
WX reported VFR flying to grand rapids (decided) to stop in south bend, get gas. Approach set me up direct approach then reported WX lower than expected. I was 7 NM out when vectored onto final runway 9R. Called approach back to verify runway 9R, said yes. By this time approaching fast. Approach said maintain 2400 ft and contact tower. Tried to contact tower, no response. Tried tower again, no response. Switched back to approach by this time had airport in sight. Told approach I couldn't contact tower so I stayed with approach made a 360 degree turn to land runway 9R on ground still couldn't get tower or ground. Finally got radio contact taxi to ramp. FAA did ramp check also checked navigation equipment. 1 radio not working properly, FAA stated no violation and we departed VFR to grand rapids.

SWITCHED BACK TO APCH BY THIS TIME HAD ARPT IN SIGHT. TOLD APCH I COULDN'T CONTACT TWR SO I STAYED WITH APCH MADE A 360 DEG TURN TO LAND RWY 9R ON GND STILL COULDN'T GET TWR OR GND. FINALLY GOT RADIO CONTACT TAXI TO RAMP. FAA DID RAMP CHK ALSO CHKED NAV EQUIP. 1 RADIO NOT WORKING PROPERLY, FAA STATED NO VIOLATION AND WE DEPARTED VFR TO GRAND RAPIDS.
