Narrative:

Landed on runway 31R and eventually wound up holding short of the inner after clearing runway 35L. From our position on taxiway 18 a B757 down at taxiway 21 was holding short of the outer and at least 20-30 ft of the aircraft were still sticking out on the runway. Before we could get a word in with ground they eventually got the B757 rolling and on its way. I have noticed this several times and usually with B757 aircraft. I realize after the newark MD80 incident people do not want to enter a taxiway without a clearance -- but would it not be better than getting hit by an aircraft on takeoff roll. At night this becomes especially dangerous since the departing aircraft would not see the other aircraft till it was right up on it. Let's put a notice out and get aircraft off the runway.

Title: RPTR CONCERN REGARDING ACFT NOT CLRING RWY WHEN TURNING OFF ONTO TXWY.

Narrative: LANDED ON RWY 31R AND EVENTUALLY WOUND UP HOLDING SHORT OF THE INNER AFTER CLRING RWY 35L. BEFORE WE COULD GET A WORD IN WITH GND THEY EVENTUALLY GOT THE B757 ROLLING AND ON ITS WAY. I HAVE NOTICED THIS SEVERAL TIMES AND USUALLY WITH B757 ACFT. I REALIZE AFTER THE NEWARK MD80 INCIDENT PEOPLE DO NOT WANT TO ENTER A TXWY WITHOUT A CLRNC -- BUT WOULD IT NOT BE BETTER THAN GETTING HIT BY AN ACFT ON TKOF ROLL. AT NIGHT THIS BECOMES ESPECIALLY DANGEROUS SINCE THE DEPARTING ACFT WOULD NOT SEE THE OTHER ACFT TILL IT WAS RIGHT UP ON IT. LET'S PUT A NOTICE OUT AND GET ACFT OFF THE RWY.
