Narrative:
Air carrier a en route to pfn, was assigned a southwest heading around an MOA - - I advised air carrier a of high speed eastbound traffic on V198 indication 11500 ft VFR. Air carrier a was cleared to maintain 12000 ft. Air carrier a advised he 'had' the unknown 'on TCASII.' unknown, ukn B began rapid climb. Air carrier a advised center as I also notice climb, and cleared air carrier a to 'maneuver as necessary' and suggested right turn. Air carrier a advised turning right, and I provided continuous updates of altitude on unknown. Air carrier a advised TCASII RA, climb and right turn.I elected to issue only TA's once air carrier a reported he 'had him on TCASII.' I felt his radar was now more accurate than my own, and absent other traffic gave him carte blanche to maneuver. While the right turn was as I had advised, the climb surprised me.
