Narrative:

Air carrier a was handed off to dkk sector from the yng sector. FL240 was temporarily assigned to air carrier a. After air carrier a checked in the radar controller amended air carrier a 'south altitude to FL230. Air carrier a read back FL280. The incorrect altitude readback was not caught resulting in the loss of separation between air carrier a and spc B. Supplemental information from acn 279861: given a clearance to FL280 by ZOB. Clearance was readback and dialed into altitude selector. Both pilots acknowledged. Climbing through FL230 center came back and called traffic, a C-130, 11 O'clock 10 mi at FL240 we both saw traffic visually. At no time did we receive a clearance to maintain FL230. There was no evasive action by either aircraft. Climb was stopped at FL235.
