Narrative:
During approach to clt we were being vectored to land runway 23 when an aircraft blew a tire and closed the runway. We were on a northeast heading (050 degrees), approach then changed our runway to runway 18L and turned us to a 360 heading. As we rolled out of the turn we received an RA on TCASII and saw a target at 2 O'clock and 2 mi. We looked out and saw a 757 at our altitude and converging. We rolled right and kept the traffic in sight. We contacted the controller and advised him of our new heading 050 degrees. The reason I saw this near midair collision was approach control was traffic saturated and was vectoring aircraft away from runway 23 to runway 18L. Because of this saturation the controller was overwhelmed and ended up putting 2 aircraft in the sky at the same altitude on a converging course. If it were not for TCASII, I can say the results could have been devastating.

Title: MLG HAS LTSS FROM LGT DURING RWY CHANGE VECTORS. TCASII RA ALERTED FLC.
Narrative: DURING APCH TO CLT WE WERE BEING VECTORED TO LAND RWY 23 WHEN AN ACFT BLEW A TIRE AND CLOSED THE RWY. WE WERE ON A NE HDG (050 DEGS), APCH THEN CHANGED OUR RWY TO RWY 18L AND TURNED US TO A 360 HDG. AS WE ROLLED OUT OF THE TURN WE RECEIVED AN RA ON TCASII AND SAW A TARGET AT 2 O'CLOCK AND 2 MI. WE LOOKED OUT AND SAW A 757 AT OUR ALT AND CONVERGING. WE ROLLED R AND KEPT THE TFC IN SIGHT. WE CONTACTED THE CTLR AND ADVISED HIM OF OUR NEW HDG 050 DEGS. THE REASON I SAW THIS NMAC WAS APCH CTL WAS TFC SATURATED AND WAS VECTORING ACFT AWAY FROM RWY 23 TO RWY 18L. BECAUSE OF THIS SATURATION THE CTLR WAS OVERWHELMED AND ENDED UP PUTTING 2 ACFT IN THE SKY AT THE SAME ALT ON A CONVERGING COURSE. IF IT WERE NOT FOR TCASII, I CAN SAY THE RESULTS COULD HAVE BEEN DEVASTATING.
