Narrative:
I noticed on our d-brite a target that has a data block showing call sign inside class 'D.' D84 was working this aircraft which was 1 1/2 mi south of approach end of runway 11R going north crossing the final approach course. I called D84 asked what is the aircraft intentions. They said we had not idented them yet I said well do it and tell us what is going on? We had just finished a very busy period so no evasive action was necessary at that time. I think a pilot error first contributed to the problem for violation, to begin with. Then I think D84 controller was 2ND due to the fact that a code was issued to aircraft and that the aircraft was on code for 3-4 mi before I called them (D84) and their response was we did not radar identify them yet! They (D84) should have called us (bjc) to tell us something.

Title: PLTDEV -- UGA ENTERED CLASS D AIRSPACE WITHOUT CLRNC.

THEN I THINK D84 CTLR WAS 2ND DUE TO THE FACT THAT A CODE WAS ISSUED TO ACFT AND THAT THE ACFT WAS ON CODE FOR 3-4 MI BEFORE I CALLED THEM (D84) AND THEIR RESPONSE WAS WE DID NOT RADAR IDENT THEM YET! THEY (D84) SHOULD HAVE CALLED US (BJC) TO TELL US SOMETHING.
