Narrative:
I had 3 IFR aircraft all at 5000 ft in trail to the next facility, mcguire approach. At the last min, mcguire said they couldn't take the traffic and to 'spin them' all. Instead, I vectored the aircraft in my airspace until mcguire could take them. I observed an aircraft at 5000 ft enter my airspace from mcguire headed on a converging course with my E120. I vectored it around this aircraft avoiding a close call. The mystery aircraft at 5000 ft later called another acy controller requesting his IFR clearance because mcguire had told him his IFR departure was canceled and he had to go VFR because they were having trouble identing him. This aircraft was a flight of 2 C141's. The flight was never pointed out or handed off to me, even though he entered my airspace and nearly converged with my E120. I feel the mcguire controllers are dangerous with a complete disregard for the ATC rules and safe procedures. I call on the FAA to take over the radar airspace that is now designated to mcguire approach and give it to phl, acy, and new york approachs.

Title: OPDEV WHEN A FLT A 2 C141'S ENTERED RPTR'S AIRSPACE WITHOUT COORD FROM MCGUIRE APCH CTL. RPTR VECTORED AN E120 AWAY FROM THE CONVERGING TFC. RPTR ALLEGES MCGUIRE HAD CANCELED THE C141'S IFR FLT PLAN BECAUSE OF TROUBLE IDENTING THE FLT.
Narrative: I HAD 3 IFR ACFT ALL AT 5000 FT IN TRAIL TO THE NEXT FACILITY, MCGUIRE APCH. AT THE LAST MIN, MCGUIRE SAID THEY COULDN'T TAKE THE TFC AND TO 'SPIN THEM' ALL. INSTEAD, I VECTORED THE ACFT IN MY AIRSPACE UNTIL MCGUIRE COULD TAKE THEM. I OBSERVED AN ACFT AT 5000 FT ENTER MY AIRSPACE FROM MCGUIRE HEADED ON A CONVERGING COURSE WITH MY E120. I VECTORED IT AROUND THIS ACFT AVOIDING A CLOSE CALL. THE MYSTERY ACFT AT 5000 FT LATER CALLED ANOTHER ACY CTLR REQUESTING HIS IFR CLRNC BECAUSE MCGUIRE HAD TOLD HIM HIS IFR DEP WAS CANCELED AND HE HAD TO GO VFR BECAUSE THEY WERE HAVING TROUBLE IDENTING HIM. THIS ACFT WAS A FLT OF 2 C141'S. THE FLT WAS NEVER POINTED OUT OR HANDED OFF TO ME, EVEN THOUGH HE ENTERED MY AIRSPACE AND NEARLY CONVERGED WITH MY E120. I FEEL THE MCGUIRE CTLRS ARE DANGEROUS WITH A COMPLETE DISREGARD FOR THE ATC RULES AND SAFE PROCS. I CALL ON THE FAA TO TAKE OVER THE RADAR AIRSPACE THAT IS NOW DESIGNATED TO MCGUIRE APCH AND GIVE IT TO PHL, ACY, AND NEW YORK APCHS.
