Narrative:
Taxi encroachment by another air carrier while taxiing from bdl terminal to runway 24 via south and C we observed an air carrier Y 737 on east approaching the C/east intersection at a high speed. My captain queried on ground control, 'is air carrier Y going to stop?' I also applied firm braking to avoid a collision. Air carrier Y either never braked or braked very little to make the turn onto C. While their verbal response was we were cleared to runway 24 my copilot responded, everyone needs to keep their eyes open. Air carrier Y retorted we were cleared to runway taxi in front of us. Air carrier Y obviously picked up speed on their taxiway -- as reported to me by a deadheading air carrier X captain and a non revenue --to beat us. I did not see them until approaching the intersecting txwys as they were coming from well aft of our right wing oblique angle and as mentioned I believe excess taxi speed for the situation. I am shocked at air carrier Y's outright unprofessional and dangerous conduct. If I had continued without braking, nothing but tragedy would have ensured. Ground control never commented.

Title: RIGHT-OF-WAY VIOLATION OF TAXIING TFC.
Narrative: TAXI ENCROACHMENT BY ANOTHER ACR WHILE TAXIING FROM BDL TERMINAL TO RWY 24 VIA S AND C WE OBSERVED AN ACR Y 737 ON E APCHING THE C/E INTXN AT A HIGH SPD. MY CAPT QUERIED ON GND CTL, 'IS ACR Y GOING TO STOP?' I ALSO APPLIED FIRM BRAKING TO AVOID A COLLISION. ACR Y EITHER NEVER BRAKED OR BRAKED VERY LITTLE TO MAKE THE TURN ONTO C. WHILE THEIR VERBAL RESPONSE WAS WE WERE CLRED TO RWY 24 MY COPLT RESPONDED, EVERYONE NEEDS TO KEEP THEIR EYES OPEN. ACR Y RETORTED WE WERE CLRED TO RWY TAXI IN FRONT OF US. ACR Y OBVIOUSLY PICKED UP SPD ON THEIR TXWY -- AS RPTED TO ME BY A DEADHEADING ACR X CAPT AND A NON REVENUE --TO BEAT US. I DID NOT SEE THEM UNTIL APCHING THE INTERSECTING TXWYS AS THEY WERE COMING FROM WELL AFT OF OUR R WING OBLIQUE ANGLE AND AS MENTIONED I BELIEVE EXCESS TAXI SPD FOR THE SIT. I AM SHOCKED AT ACR Y'S OUTRIGHT UNPROFESSIONAL AND DANGEROUS CONDUCT. IF I HAD CONTINUED WITHOUT BRAKING, NOTHING BUT TRAGEDY WOULD HAVE ENSURED. GND CTL NEVER COMMENTED.
