Narrative:
Photo mission over west islip at 700-1000 ft MSL, VFR -- day, 8 mi visibility. Ny approach 120.05. VFR flight advisories. While orbiting site between 700-1000 ft AGL, a ghost broadcaster on 120.05, states he is an FAA inspector and that the aircraft is flying at a 150 ft in violation of far's and will be prosecuted. Callback conversation with reporter revealed the following information: reporter states there has been no follow up by FAA and when reporter spoke to TRACON they indicated there have been other incidents where 'ghost broadcasts' occurred with aircraft on the ILS. ATC does not hear these broadcast but flcs in the aircraft do and follow the instructions believing ATC instructed them. The area is near the localizer. Reporter reported to TRACON that there are now photos of the area where these broadcast are coming from. Reporter was in communication with ny approach the entire time of the photo flight and had permission for all actions during the photo flight.

Narrative: PHOTO MISSION OVER W ISLIP AT 700-1000 FT MSL, VFR -- DAY, 8 MI VISIBILITY. NY APCH 120.05. VFR FLT ADVISORIES. WHILE ORBITING SITE BTWN 700-1000 FT AGL, A GHOST BROADCASTER ON 120.05, STATES HE IS AN FAA INSPECTOR AND THAT THE ACFT IS FLYING AT A 150 FT IN VIOLATION OF FAR'S AND WILL BE PROSECUTED. RPTR WAS IN COM WITH NY APCH THE ENTIRE TIME OF THE PHOTO FLT AND HAD PERMISSION FOR ALL ACTIONS DURING THE PHOTO FLT.
