Flight dfw/bwi diverted orf due missed approach, minimum fuel. Refueled orf returned bwi. Captain did not consider duty day limits due high workload during aircraft turnaround at orf. Contributing factors include new station personnel at orf -- difficulty dealing with passenger due to airstair use, slow refueling, etc. Flight concluded normally.
