Narrative:
Departed for rdg from pit XK55 pm. With all applicable WX packets and verbal WX briefing. Spoke with harrisburg approach near rdg and attained latest WX for rdg. Executed ILS to runway 36 rdg (with runway in sight). Canceled IFR before landing. Landing VFR FAA person met airplane and said he wanted to see our WX information without regard for our other comments about how we attained additional WX. Accused us of landing illegally, because at the time of landing, the tower was closed and there was no 'trained WX observer' on the field. Supplemental information from acn 284329: the chief dispatcher, dispatcher and I got on a 3-WAY phone call, and I then learned that the last WX report reading tower issued before closing at midnight met the requirement of the latest WX report issued and is good for 1 hour, so I was dispatched with this interpretation and therefore able to make an IFR approach and landing up until XA00 hours local. After the phone call, it occurred to me that I didn't land IFR anyhow: I had my first officer cancel the IFR right after turning inbound to shapp and configuring the aircraft to land. Under WX reports and forecasts, far 135-213 states 'for operations under VFR, the PIC may, if such a report is not available, use WX information based on that pilot's own observations.
