Narrative:

Release fuel at sat 14K. Burn 5.9. Rsv 5.0 and FOD 8.1. Clearance was alamo 2. Henly. J131. Ednas. AQN4 FL290. After takeoff, ATC rerte to scurry transition of ALAMO2 departure maintenance FL230 final. Then ATC clearance to go direct paige intersection and hold as published -- efc XA08Z. FMC annunciated insufficient fuel with XB08Z efc. After consulting with dispatch and advising ATC we could not accept holding clearance, ATC asked for our intentions. I was out of options, so declared a low fuel emergency. Fuel on arrival at the gate 5.8K.
