Narrative:
Just outside OM on final to runway 19R sna tower advised of traffic (traffic reporter) at XX00 O'clock 2 NM crossing left to right at 1800 ft. We picked him up at XX30-XX00 1 mi. As he passed off to our right at approximately 1/2 NM we got an RA that commanded no climb (we were approximately 1300 ft AGL) we continued the approach as the ivsi needle was already in the safe or commanded sector and we had the aircraft in sight. This airport is bad enough to operate in and out of without having to complete for airspace with the local radio and tv stations. This type of operation is an invitation to disaster. There are already too many flies in the ointment what with helicopters (military) operating from their pads just to the left of final at 1 mi, excessive light plane traffic, airspace restrs and unnecessary strict noise abatement procedures. Even though both aircraft in this case had the other in sight, I think this could lead to an extremely dangerous situation.

Title: FLC RPT ON TFC VOLUME AND FLC DISTRS IN THE SNA CLASS D AIRSPACE. AIRSPACE ALLOCATION QUESTIONED.
Narrative: JUST OUTSIDE OM ON FINAL TO RWY 19R SNA TWR ADVISED OF TFC (TFC RPTR) AT XX00 O'CLOCK 2 NM XING L TO R AT 1800 FT. WE PICKED HIM UP AT XX30-XX00 1 MI. AS HE PASSED OFF TO OUR R AT APPROX 1/2 NM WE GOT AN RA THAT COMMANDED NO CLB (WE WERE APPROX 1300 FT AGL) WE CONTINUED THE APCH AS THE IVSI NEEDLE WAS ALREADY IN THE SAFE OR COMMANDED SECTOR AND WE HAD THE ACFT IN SIGHT. THIS ARPT IS BAD ENOUGH TO OPERATE IN AND OUT OF WITHOUT HAVING TO COMPLETE FOR AIRSPACE WITH THE LCL RADIO AND TV STATIONS. THIS TYPE OF OP IS AN INVITATION TO DISASTER. THERE ARE ALREADY TOO MANY FLIES IN THE OINTMENT WHAT WITH HELIS (MIL) OPERATING FROM THEIR PADS JUST TO THE L OF FINAL AT 1 MI, EXCESSIVE LIGHT PLANE TFC, AIRSPACE RESTRS AND UNNECESSARY STRICT NOISE ABATEMENT PROCS. EVEN THOUGH BOTH ACFT IN THIS CASE HAD THE OTHER IN SIGHT, I THINK THIS COULD LEAD TO AN EXTREMELY DANGEROUS SIT.
