Narrative:

FAA handbook 7110.65, paragraph 4-10, D directs controllers to include in an IFR clearance a route of flight including pdr/pdar/PAR when applied.' denver approach does not issue applied pdr's on den departure traffic. In the center, aircraft have unexpectedly made turns up airways not on the strip because the pdr was ignored and the aircraft cleared as filed. Aircraft have also not turned on routings expected, for the same reason. Attempted resolution through normal channels has been unsuccessful. Management is aware of the problem, but has failed to correct the situation. Denver approach (according to information received) refuses to comply. The safety problem created by this deviation from procedure is an incident waiting to happen.

IN THE CTR, ACFT HAVE UNEXPECTEDLY MADE TURNS UP AIRWAYS NOT ON THE STRIP BECAUSE THE PDR WAS IGNORED AND THE ACFT CLRED AS FILED. ACFT HAVE ALSO NOT TURNED ON ROUTINGS EXPECTED, FOR THE SAME REASON. ATTEMPTED RESOLUTION THROUGH NORMAL CHANNELS HAS BEEN UNSUCCESSFUL. MGMNT IS AWARE OF THE PROB, BUT HAS FAILED TO CORRECT THE SIT. DENVER APCH (ACCORDING TO INFO RECEIVED) REFUSES TO COMPLY. THE SAFETY PROB CREATED BY THIS DEV FROM PROC IS AN INCIDENT WAITING TO HAPPEN.
