Narrative:

Xfeeding fuel and both engines getting fuel from left tank. Lined up on final with strong crosswind, using a side slip to determine if landing was possible -- left engine stopped operation. Still windmilling started to bring throttles up and begin a go around when right engine began sputtering. Checked pumps and gauges -- switched both engines to right fuel tank left engine re-started immediately and right engine began running smoothly. Problem: C-402 only allows for 20 seconds in a slip. Slipping for too long, and fuel flowed away from intakes causing fuel starvation.

SLIPPING FOR TOO LONG, AND FUEL FLOWED AWAY FROM INTAKES CAUSING FUEL STARVATION.
