Narrative:
We had landed on runway 11 and were taxiing to the terminal. We were told to hold short of runway 21 as they were conducted operations on intersecting runways. The first officer was talking to company on another frequency and I was not paying attention. He looked up as I was proceeding approximately 5 ft beyond the hold short line for runway 21 and shouted 'hold short!' at that same time the tower shouted, 'hold short!' at that instant, a single engine aircraft rolled by about 20 ft in front of our nose on the takeoff roll. My mind was somewhere else, and I need to make more of an effort to keep my mind on what I'm doing. For the first time in my career, I need to make a conscious effort to do this. There is a lot of turmoil at our airline right now, and I can't let it affect me when I'm on the line. Also, I am going to make it a policy that the first officer must stay on the ground frequency until we've crossed all active runways.

Title: CAPT OF AN MDT TAXIED BEYOND THE RWY HOLD SHORT LINE RESULTING IN THE TWR'S INTERVENING AND A CLOSE ENCOUNTER WITH ANOTHER ACFT TAKING OFF.
Narrative: WE HAD LANDED ON RWY 11 AND WERE TAXIING TO THE TERMINAL. WE WERE TOLD TO HOLD SHORT OF RWY 21 AS THEY WERE CONDUCTED OPS ON INTERSECTING RWYS. THE FO WAS TALKING TO COMPANY ON ANOTHER FREQ AND I WAS NOT PAYING ATTN. HE LOOKED UP AS I WAS PROCEEDING APPROX 5 FT BEYOND THE HOLD SHORT LINE FOR RWY 21 AND SHOUTED 'HOLD SHORT!' AT THAT SAME TIME THE TWR SHOUTED, 'HOLD SHORT!' AT THAT INSTANT, A SINGLE ENG ACFT ROLLED BY ABOUT 20 FT IN FRONT OF OUR NOSE ON THE TKOF ROLL. MY MIND WAS SOMEWHERE ELSE, AND I NEED TO MAKE MORE OF AN EFFORT TO KEEP MY MIND ON WHAT I'M DOING. FOR THE FIRST TIME IN MY CAREER, I NEED TO MAKE A CONSCIOUS EFFORT TO DO THIS. THERE IS A LOT OF TURMOIL AT OUR AIRLINE RIGHT NOW, AND I CAN'T LET IT AFFECT ME WHEN I'M ON THE LINE. ALSO, I AM GOING TO MAKE IT A POLICY THAT THE FO MUST STAY ON THE GND FREQ UNTIL WE'VE CROSSED ALL ACTIVE RWYS.
