Narrative:
Descending through 13000 ft on a visual approach into rno from west (on depicted visual path as per commercial chart VAP16) we discovered a small aircraft (looked like a cherokee) head- on. We leveled off and the aircraft rolled right and dove under us. Estimated separation 1000 ft horizontal and 800 ft vertical. Received no TA from approach control and TCASII displayed target after we passed over aircraft.
