Narrative:

Cpr X departed runway 36L at tul IFR and started a climb to 2500 ft runway heading. On the climb out at the departure end of runway 36L, the tower said to turn right to a heading of 060 degrees and look for a departing 727, Y, maintain visual separation and caution wake turbulence. During the turn, my copilot spotted the 727 climbing out on runway 36R and starting a turn to the southeast, but the 727 stopped the turn and continued to climb straight out. At this point, we stopped our turn at 030 degrees and leveled out at 2100 ft. The 727 then turned southeast as previously instructed and we continued on 030 degrees. The tower turned us into the departing traffic without knowing if the 727 was turning southeast. 1) the 727 did not turn southeast as instructed. 2) we took the evasive action to remain separated from the traffic. The 727 started a turn southeast then leveled back out straight ahead. Then they turned southeast once again. 2) we started our turn as instructed to 060 degrees, but saw the traffic and stopped at 030 degrees and leveled off early to remain clear. Supplemental information from acn 285680: the air carrier Y was in a slight right bank and I saw him stop the turn and resume a northerly heading in a climb. At this time I, as copilot stopped our turn and climb which leveled us and I turned back towards north until Y had climbed above us (which I consider evasive action on our part) as soon as Y was clear we told departure control we could now comply with our clearance.

AT THIS TIME I, AS COPLT STOPPED OUR TURN AND CLB WHICH LEVELED US AND I TURNED BACK TOWARDS N UNTIL Y HAD CLBED ABOVE US (WHICH I CONSIDER EVASIVE ACTION ON OUR PART) AS SOON AS Y WAS CLR WE TOLD DEP CTL WE COULD NOW COMPLY WITH OUR CLRNC.
