Narrative:

Air carrier X was turned left for traffic. Air carrier X was turned back to the right for additional traffic. Air carrier X was advised to make tight turn to avoid separation error. Air carrier X advised he was receiving TCASII alert. I advised air carrier X again to turn right. Air carrier X responded he was descending (in response to TCASII) and turning. It is my understanding that TCASII is a device for collision avoidance and not separation avoidance. Air carrier X and aircraft Y would have always been at least 3 mi apart laterally. I believe that I might have had the 5 mi separation I needed had it not been for TCASII. I also believe it is a very dangerous trend for TCASII to be separating aircraft and the controller's instructions are ignored.

Title: ACR X TCASII RA DSND NON ADHERENCE TO ATC INSTRUCTION RADAR VECTOR TURN HAD LTSS FROM ACFT Y. SYS ERROR.

Narrative: ACR X WAS TURNED L FOR TFC. ACR X WAS TURNED BACK TO THE R FOR ADDITIONAL TFC. ACR X WAS ADVISED TO MAKE TIGHT TURN TO AVOID SEPARATION ERROR. ACR X ADVISED HE WAS RECEIVING TCASII ALERT. I ADVISED ACR X AGAIN TO TURN R. ACR X RESPONDED HE WAS DSNDING (IN RESPONSE TO TCASII) AND TURNING. IT IS MY UNDERSTANDING THAT TCASII IS A DEVICE FOR COLLISION AVOIDANCE AND NOT SEPARATION AVOIDANCE. ACR X AND ACFT Y WOULD HAVE ALWAYS BEEN AT LEAST 3 MI APART LATERALLY. I BELIEVE THAT I MIGHT HAVE HAD THE 5 MI SEPARATION I NEEDED HAD IT NOT BEEN FOR TCASII. I ALSO BELIEVE IT IS A VERY DANGEROUS TREND FOR TCASII TO BE SEPARATING ACFT AND THE CTLR'S INSTRUCTIONS ARE IGNORED.
