Narrative:
While on IFR clearance to otz, WX was received from otz FSS and was determined to be good for the approach. Upon initial contact with FSS, while joining the arc for the ILS runway 8, FSS reported a cessna 207 holding for special VFR winds 160 degrees at 23 KTS, altimeter setting 29.61 prevailing visibility given at 3/4 variable 1/2 to 1 1/4 inches. We reported the FAF inbound and asked if they were still reporting 3/4 mi. FSS indicated 3/4 mi was still the prevailing visibility. We continued the approach to the ground, breaking out of the obscuration at 700-800 ft. Forward visibility was 1 1/2 - 2 mi as seen from the cockpit. Upon landing and postflt briefing, we realized that RVR was controling and using prevailing visibility was contrary to FARS. Communication was congested, monitoring 122.9 was essential to keep track of VFR aircraft in MVFR and IFR conditions. RVR reports of 2800- 2400 ft were given twice to other aircraft, but we did not hear (assimilate) due to radio congestion and listening for our own call sign. No RVR reports were given to us at any time (determined by listening to FSS tapes).

Narrative: WHILE ON IFR CLRNC TO OTZ, WX WAS RECEIVED FROM OTZ FSS AND WAS DETERMINED TO BE GOOD FOR THE APCH. NO RVR RPTS WERE GIVEN TO US AT ANY TIME (DETERMINED BY LISTENING TO FSS TAPES).
