Narrative:

The texas department of transportation has recently constructed a facility across the highway from and to the immediate flight of the approach end of runway 36 at the sulphur springs municipal airport. Sulphur springs, tx. A communications tower has also been erected at this facility. The tower is neither painted red and white nor lighted. Although the ht of this tower 'might under normal circumstances' exempt it from the requirement of being painted red and white and lighted, I believe that it's close proximity to the airport not to mention the proximity to the approach/departure end of the runway poses a significant hazard to aerial navigation. I recommend this tower be painted red and white and lighted with flashing white strobe lights and that said strobe lights be in operation during daylight hours when conditions of poor visibility exist as well as during nighttime hours. Callback conversation with reporter revealed the following information: reporter stated that the tower has not been marked as of this date. It is located approximately 1000 ft to the right of, and 300-500 ft before the threshold of runway 36. He operates a PA20 and a aeronica 7AC aircraft. He further stated that the power line crossing the approach end of runway 36 is marked with balls. The tower is located outside the p-line. He did not believe that the tower in question was over 200 ft in ht.

Title: LCL PLT OF SLR ARPT COMPLAINS ABOUT A NEW COMS TWR OUTSIDE THE ARPT BOUNDARY NOT MARKED OR LIGHTED.
