Narrative:
Military X, AP3, departing psc runway 21R on an assigned runway heading for vector to V204 to ykm climbing to 6000 ft. Small aircraft X a C182 performing highway traffic surveillance 3-8 mi west of psc at 4500 ft MSL (VFR). The P3 had just completed the last of several ILS approachs and was departing the area. While setting up for this last approach, I gave the P3 the clearance to ykm with a runway heading assignment to avoid the C182 operating west of the field. After completing his approach and on his initial climb the local controller told the P3 to 'contact departure.' the aircraft did not come over to my frequency. I did observe the P3 continue on runway heading for 3 mi then turn west and merge with the C182 with less than 500 ft vertical separation on the altitude readouts. I checked with local controller and he found the P3 still on his frequency. When I got the P3 on my frequency I questioned him on his climb out and he did not seem to be aware of the vector even though it was clearly issued and acknowledged.

Title: MIL X NON ADHERENCE TO ATC CLRNC HAD NMAC WITH VFR C182. SEE AND AVOID CONCEPT.
Narrative: MIL X, AP3, DEPARTING PSC RWY 21R ON AN ASSIGNED RWY HDG FOR VECTOR TO V204 TO YKM CLBING TO 6000 FT. SMA X A C182 PERFORMING HWY TFC SURVEILLANCE 3-8 MI W OF PSC AT 4500 FT MSL (VFR). THE P3 HAD JUST COMPLETED THE LAST OF SEVERAL ILS APCHS AND WAS DEPARTING THE AREA. WHILE SETTING UP FOR THIS LAST APCH, I GAVE THE P3 THE CLRNC TO YKM WITH A RWY HDG ASSIGNMENT TO AVOID THE C182 OPERATING W OF THE FIELD. AFTER COMPLETING HIS APCH AND ON HIS INITIAL CLB THE LCL CTLR TOLD THE P3 TO 'CONTACT DEP.' THE ACFT DID NOT COME OVER TO MY FREQ. I DID OBSERVE THE P3 CONTINUE ON RWY HDG FOR 3 MI THEN TURN W AND MERGE WITH THE C182 WITH LESS THAN 500 FT VERT SEPARATION ON THE ALT READOUTS. I CHKED WITH LCL CTLR AND HE FOUND THE P3 STILL ON HIS FREQ. WHEN I GOT THE P3 ON MY FREQ I QUESTIONED HIM ON HIS CLBOUT AND HE DID NOT SEEM TO BE AWARE OF THE VECTOR EVEN THOUGH IT WAS CLRLY ISSUED AND ACKNOWLEDGED.
