Narrative:
Cpr X asked if I just had traffic go under him close. I said no and that the only traffic below him on radar was a widebody transport wbound at FL350. Cpr X then said something just passed under him from right to left (which would be northbound). I asked if it were a commercial type aircraft and the answer was no. Then I asked if it were a military type aircraft and the reply was affirmative. I told cpr X I would report the event and that it was the second one in a week that we had had. I then told cpr X to contact ZAU. About 2 mins later cpr X came back to my frequency and asked if I had a min to talk. I said yes and he again said the aircraft appeared to be military. When they noticed it on the right side it was under one of the wing pods and seemed to track with them for a while. Then it turned north and crossed right to left and cpr X said it was closer than 2000 ft. I reported the event to my supervisor and the area manager.

Title: MIL ACFT NON ADHERENCE TO FARS UNAUTH FLT IN PCA HAD LTSS FROM CPR X. PLTDEV.
Narrative: CPR X ASKED IF I JUST HAD TFC GO UNDER HIM CLOSE. I SAID NO AND THAT THE ONLY TFC BELOW HIM ON RADAR WAS A WDB WBOUND AT FL350. CPR X THEN SAID SOMETHING JUST PASSED UNDER HIM FROM R TO L (WHICH WOULD BE NBOUND). I ASKED IF IT WERE A COMMERCIAL TYPE ACFT AND THE ANSWER WAS NO. THEN I ASKED IF IT WERE A MIL TYPE ACFT AND THE REPLY WAS AFFIRMATIVE. I TOLD CPR X I WOULD RPT THE EVENT AND THAT IT WAS THE SECOND ONE IN A WK THAT WE HAD HAD. I THEN TOLD CPR X TO CONTACT ZAU. ABOUT 2 MINS LATER CPR X CAME BACK TO MY FREQ AND ASKED IF I HAD A MIN TO TALK. I SAID YES AND HE AGAIN SAID THE ACFT APPEARED TO BE MIL. WHEN THEY NOTICED IT ON THE R SIDE IT WAS UNDER ONE OF THE WING PODS AND SEEMED TO TRACK WITH THEM FOR A WHILE. THEN IT TURNED N AND CROSSED R TO L AND CPR X SAID IT WAS CLOSER THAN 2000 FT. I RPTED THE EVENT TO MY SUPVR AND THE AREA MGR.
