Narrative:
IFR flight plan for training purposes. TRACON would not approve practice approachs. We opted instead, for a full stop to hvn airport where visibility was about 1/8 mi (below minimums). We had a legal alternate (pvd) and plenty of fuel (4 1/2 hours) for a 20 min flight. We flew approach at hvn and were forced to make a missed approach. We tried again and were unable to land. At that point we request fok airport where it was now VFR. Along the way we asked for and received practice approachs at fok. We departed fok VFR to our departure airport (isp). We asked for and received practice approachs at isp also. When we landed we were asked to call TRACON supervisor on telephone. He told me that I upset the system by getting practice approachs after he denied the original clearance. He said he would be reporting this incident to flight standards. To be honest, I don't think I did anything improper. I had a legal alternate and plenty of fuel. He chastised me and seemed more concerned with the fact that I was out to give my student the practice he needed after the supervisor initially denied the clearance.

Title: SMA X REFUSED PRACTICE IFR APCHS MAKES MULTIPLE MISSED APCHS AT ARPT WITH ZERO VISIBILITY.
Narrative: IFR FLT PLAN FOR TRAINING PURPOSES. TRACON WOULD NOT APPROVE PRACTICE APCHS. WE OPTED INSTEAD, FOR A FULL STOP TO HVN ARPT WHERE VISIBILITY WAS ABOUT 1/8 MI (BELOW MINIMUMS). WE HAD A LEGAL ALTERNATE (PVD) AND PLENTY OF FUEL (4 1/2 HRS) FOR A 20 MIN FLT. WE FLEW APCH AT HVN AND WERE FORCED TO MAKE A MISSED APCH. WE TRIED AGAIN AND WERE UNABLE TO LAND. AT THAT POINT WE REQUEST FOK ARPT WHERE IT WAS NOW VFR. ALONG THE WAY WE ASKED FOR AND RECEIVED PRACTICE APCHS AT FOK. WE DEPARTED FOK VFR TO OUR DEP ARPT (ISP). WE ASKED FOR AND RECEIVED PRACTICE APCHS AT ISP ALSO. WHEN WE LANDED WE WERE ASKED TO CALL TRACON SUPVR ON TELEPHONE. HE TOLD ME THAT I UPSET THE SYS BY GETTING PRACTICE APCHS AFTER HE DENIED THE ORIGINAL CLRNC. HE SAID HE WOULD BE RPTING THIS INCIDENT TO FLT STANDARDS.
