Narrative:

Air carrier Y and MD80 was departing bna international on the bna 7 SID. He was kept at 5000 ft below arriving traffic descending to 6000 ft. Traffic was called on a target squawking VFR (1200 ft) climbing out of 6000 ft. Air carrier X was climbed to 13000 ft and given a turn to 120 degrees. Air carrier X advised he was delaying the climb for the traffic (now out of 6300 ft). I told him he had been turned behind traffic. He said the TCASII didn't show that. He eventually started his climb but his delay increased my workload.
