Narrative:
The problem arose after takeoff when we attempted to retract the gear and received a gear unsafe indication. A second attempt to retract the gear was made and the same indication was received. It was then my decision to terminate the flight and return to billings. After completion of a safe landing, we did a visual inspection and found the gear pins remained installed. I believe this was undiscovered before takeoff due to the appearance of the flags on the gear pins. They were short covered in black with grease and oil which made it almost impossible to notice at night even with a flashlight. It is also not a common procedure for the gear pins to be installed during our layover in billings. In continuation we then removed the gear pins and continued our flight to denver with a delay.
