Narrative:
On the off roll aircraft was rolling forward power was applied to taxi onto the runway. As I applied brakes to keep speed down. No response was noted I applied maximum braking. No response, chopped power. Nose wheel was not responding at that time. Aircraft went into the mud. To prevent this from happening again the controllers should not clear aircraft for immediate takeoff on first rain of season and braking action should be taken/tested.
