Narrative:

Launch from rural farm field. Class G airspace, anticipated winds would carry me in southerly direction. VFR minimums were observed. 1 SM visibility. Clear of clouds for flts less than 1200 ft AGL. As I ascended winds carried me westerly, towards the city of middletown. Flts over congested area require 1000 ft AGL see far 91.119 in order to stay clear of clouds to meet VFR I had to fly lower than 1000 ft over city. Maintained altitude of approximately 700 ft AGL until approach to landing. Landed at hook field after flying for approximately 1 hour and 4 NM. Landed at first opportunity.
