Narrative:
The aircraft, a B-757, had flown in to pit from sfo, on a red-eye. It had been cleaned, svced and a maintenance transit check had been applied to the aircraft. It had been on the ground for about an hour. The WX was clear, calm winds, with a temperature of 26 degrees F. The first officer reported that the preflight walk around check had been completed satisfactorily! The aircraft was reported 'ok' for flight! As we taxied out for our flight to dca, the flight attendant came forward and reported that one of 'our' deadheading pilots reported some frost/ice contamination on top of the wing. I sent the first officer back to inspect the wings, and he returned, indicating that there were traces of ice/frost now forming over the top of wing, but that the leading edges remained totally clean. I decided to proceed to the deicing station, and get the frost removed (probably a result of a cold-soaked wing, freezing condensation formed when the aircraft was fueled). We departed uneventfully with a safe trip to dca! Recommendations: 1) apply type I fluid any time the temperature is below 32 degrees F/0 degrees C, even though it is clear with a low temperature/dewpoint. 2) require a pre-takeoff contamination check, any time the temperature is below 50 degrees F/10 degrees C, even in clear WX conditions! In our case, frost began to form on taxi out to the runway. It can happen in clear WX conditions, with a low dewpoint! 3) current company procedure is to only do a pre-takeoff contamination check, if the condition(south) exist! Any time the temperature is below 32 degrees F/0 degrees C, regardless of no precipitation or clear skies, a pre-takeoff check should be required!
