Narrative:
All prior to takeoff checklists were complete. In anticipation of icing conditions en route I was testing deice and anti- ice system. Received clearance to taxi to runway 17R intersection Y. We did and held short at intersection Y monitoring tower expecting tower to clear us to taxi to runway 13L, the standard departure runway for turboprop and commuter aircraft. Tower cleared an md-80 to position and hold runway 17R full length. Upon hearing tower issue a position and hold clearance, I concluded that tower would either clear us across runway 17R or would give the md-80 a takeoff clearance. I terminated the deice and anti-ice test by shutting down the anti-deice equipment. I did not pay attention to other xmissions from the tower to other aircraft. Tower then issued the following clearance as best as I can remember. Air carrier XXX and air carrier X flight XXX (we're the air carrier X flight) cross runway 17L and taxi to runway 13L. I had 1 engine feathered as per company policy when using high pressure bleed from that engine to help cool the cabin, so crossing the runway 17R took longer than us all. I looked left to check the md-80 still in position and holding, as verified by taxi and landing lights out (it was night). Halfway across the runway I saw the md-80 lights had turned on. I said, 'bummer.' three quarters across the runway the md-80 was rolling towards us. I couldn't understand why he wasn't stopping. I couldn't get across the runway any faster. Finally the md-80 transmitted that he was stopping his takeoff roll because of aircraft crossing runway. I believe tower thought we were holding short of runway 17L, as was the other aircraft that received clearance to taxi to runway 13L. I did not hear tower issue takeoff clearance to the md-80. At this airport, tower routinely issues clrncs to taxi to runways that involves a taxi across active runways with a 'clear to' or 'taxi across runway X taxi to runway Y.' I did receive a non-restr clearance to taxi to a runway but it did omit the additional, by protocol, addendum, 'cross runways X and Y taxi to runway Z.' I didn't catch this omission until I re- hashed the events with my first officer.

Title: RPTR TAXIED ACROSS AN ACTIVE RWY WITHOUT A CLRNC.

I LOOKED L TO CHK THE MD-80 STILL IN POS AND HOLDING, AS VERIFIED BY TAXI AND LNDG LIGHTS OUT (IT WAS NIGHT). HALFWAY ACROSS THE RWY I SAW THE MD-80 LIGHTS HAD TURNED ON. I SAID, 'BUMMER.' THREE QUARTERS ACROSS THE RWY THE MD-80 WAS ROLLING TOWARDS US. I COULDN'T UNDERSTAND WHY HE WASN'T STOPPING. I COULDN'T GET ACROSS THE RWY ANY FASTER. FINALLY THE MD-80 XMITTED THAT HE WAS STOPPING HIS TKOF ROLL BECAUSE OF ACFT XING RWY. I BELIEVE TWR THOUGHT WE WERE HOLDING SHORT OF RWY 17L, AS WAS THE OTHER ACFT THAT RECEIVED CLRNC TO TAXI TO RWY 13L. I DID NOT HEAR TWR ISSUE TKOF CLRNC TO THE MD-80. AT THIS ARPT, TWR ROUTINELY ISSUES CLRNCS TO TAXI TO RWYS THAT INVOLVES A TAXI ACROSS ACTIVE RWYS WITH A 'CLR TO' OR 'TAXI ACROSS RWY X TAXI TO RWY Y.' I DID RECEIVE A NON-RESTR CLRNC TO TAXI TO A RWY BUT IT DID OMIT THE ADDITIONAL, BY PROTOCOL, ADDENDUM, 'CROSS RWYS X AND Y TAXI TO RWY Z.' I DIDN'T CATCH THIS OMISSION UNTIL I RE- HASHED THE EVENTS WITH MY FO.
