Student pilot inbound southwest of rochester airport (rst) under IFR conditions (unforecasted) without any radio communications with tower before entering class D airspace. Stuck microphone was suspected to be a factor. Airline flight was given permission to deviate from his course on an ILS 31 approach due to student's course. Radio communications were reestablished with student. No emergency was declared by student. Student was given permission to land. Student did not consult instructor before making the flight. No WX briefing was attempted before flight by the student.
