Narrative:
While rapidly descending from FL240 to 17000 over dbq VOR, aircraft descended below cleared altitude (17000 ft) to 16800 ft. Another aircraft was approaching us about 3 mi away and he was at 16000 ft. We received a TCASII RA to 'monitor vertical speed' and not descend (red advisory on ivsi from 500-2000 FPM. The aircraft was on autoplt and we were descending rapidly to avoid turbulence at cruise altitude and during initial descent. I suspect a malfunction of the autoplt and annotated the problem in the aircraft logbook. Maintenance action pending.
Original NASA ASRS Text
Title: ALTDEV ALT OVERSHOT IN DSCNT. POTENTIAL CONFLICT ENSUES WITH OPPOSITE DIRECTION TFC.
Narrative: WHILE RAPIDLY DSNDING FROM FL240 TO 17000 OVER DBQ VOR, ACFT DSNDED BELOW CLRED ALT (17000 FT) TO 16800 FT. ANOTHER ACFT WAS APCHING US ABOUT 3 MI AWAY AND HE WAS AT 16000 FT. WE RECEIVED A TCASII RA TO 'MONITOR VERT SPD' AND NOT DSND (RED ADVISORY ON IVSI FROM 500-2000 FPM. THE ACFT WAS ON AUTOPLT AND WE WERE DSNDING RAPIDLY TO AVOID TURB AT CRUISE ALT AND DURING INITIAL DSCNT. I SUSPECT A MALFUNCTION OF THE AUTOPLT AND ANNOTATED THE PROB IN THE ACFT LOGBOOK. MAINT ACTION PENDING.
