Narrative:

This morning at approximately XX30 am local, while working ground control 1, I noticed times on many of the flight strips to be unusually poor. Examples of this were: air carrier 1, dolff, XC24 computer time, XB37 actual time. Air carrier 2, dolff, XB35 computer time, XA47 actual time. Air carrier 3, 43N/160W, XC13 computer time, XB28 actual time. Air carrier 4, 45N/160W, XB26 computer time, XA46 actual time. My understanding is that this was due to problems with the previous night's scheduled odaps outage and restart. I was advised by a controller who worked the previous night's swing shift, that several restarts took place, causing computer lockout and flight strips not being received at the sector for up to 1 1/2 hours after controller activation. With no backup system for odaps in place, the above could have caused or contributed to an accident or incident. Callback conversation with reporter revealed the following: reporter indicated that the problem occurs whenever the wind is not input in the computer at restart of the odaps.

ACR 4, 45N/160W, XB26 COMPUTER TIME, XA46 ACTUAL TIME. MY UNDERSTANDING IS THAT THIS WAS DUE TO PROBS WITH THE PREVIOUS NIGHT'S SCHEDULED ODAPS OUTAGE AND RESTART. I WAS ADVISED BY A CTLR WHO WORKED THE PREVIOUS NIGHT'S SWING SHIFT, THAT SEVERAL RESTARTS TOOK PLACE, CAUSING COMPUTER LOCKOUT AND FLT STRIPS NOT BEING RECEIVED AT THE SECTOR FOR UP TO 1 1/2 HRS AFTER CTLR ACTIVATION. WITH NO BACKUP SYS FOR ODAPS IN PLACE, THE ABOVE COULD HAVE CAUSED OR CONTRIBUTED TO AN ACCIDENT OR INCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR INDICATED THAT THE PROB OCCURS WHENEVER THE WIND IS NOT INPUT IN THE COMPUTER AT RESTART OF THE ODAPS.
