Narrative:
It's hard enough to work with acrs whose pilots have very limited abilities to communicate in english, but several pilots and even several controllers have made comments that a certain controller at lax tower has such a heavy accent that it is very hard to understand. This is a very sensitive situation and other controllers at lax are not sure how to address the problem without creating major problems.
