Narrative:
Cleared to descend and cross doccs intersection at 9000 ft, ATC then gave us a new frequency to call. We then started to brief the approach at washington dulles airport. In the process both the captain and I became preoccupied with the approach brief and forgot about the crossing restr we crossed doccs at 11000 ft and ATC asked if we were given the 9000 ft restr we said yes, they said no problem continue the descent to 5000 ft vectors for the approach into iad. The captain was new in the airplane type and also a high min captain -- with the WX concern we were discussing his limitations as part of the approach brief. This added to the distraction.

Title: FLC OF LTT UNDERSHOT ALT ON DSCNT RESULTING IN NOT MEETING A XING RESTR.
Narrative: CLRED TO DSND AND CROSS DOCCS INTXN AT 9000 FT, ATC THEN GAVE US A NEW FREQ TO CALL. WE THEN STARTED TO BRIEF THE APCH AT WASHINGTON DULLES ARPT.
