Narrative:
During an NDB runway 1 approach at pwt, a complete loss of NDB reception was experienced as we turned outbound to 234 degrees on the procedure turn. After going missed approach and climbing to the west, we checked our NDB on other local navaids and found reception to be fine. We did 2 more NDB approachs at other airports with no problems. The kitsap NDB is known among local area pilots to be very weak and frequently unusable beyond 2-3 mi from the airport. I have experienced problems with weak reception at that NDB in the past. Due to the higher terrain west in the direction of the procedure turn and frequent IFR conditions in the area I believe this approach to be unsafe for instrument flight operations. Callback conversation with reporter revealed the following information: reporter stated he had not reported the signal being weak or lost from the pwt NDB while executing the approach. Sea procedures officer stated they have received no reports of any problems with the NDB at pwt.

Title: RPTR STATES THE PWT NDB HAS A SIGNAL WEAK WHILE EXECUTING AN INST APCH TO PWT.
Narrative: DURING AN NDB RWY 1 APCH AT PWT, A COMPLETE LOSS OF NDB RECEPTION WAS EXPERIENCED AS WE TURNED OUTBOUND TO 234 DEGS ON THE PROC TURN. AFTER GOING MISSED APCH AND CLBING TO THE W, WE CHKED OUR NDB ON OTHER LCL NAVAIDS AND FOUND RECEPTION TO BE FINE. WE DID 2 MORE NDB APCHS AT OTHER ARPTS WITH NO PROBS. THE KITSAP NDB IS KNOWN AMONG LCL AREA PLTS TO BE VERY WEAK AND FREQUENTLY UNUSABLE BEYOND 2-3 MI FROM THE ARPT. I HAVE EXPERIENCED PROBS WITH WEAK RECEPTION AT THAT NDB IN THE PAST. DUE TO THE HIGHER TERRAIN W IN THE DIRECTION OF THE PROC TURN AND FREQUENT IFR CONDITIONS IN THE AREA I BELIEVE THIS APCH TO BE UNSAFE FOR INST FLT OPS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED HE HAD NOT RPTED THE SIGNAL BEING WEAK OR LOST FROM THE PWT NDB WHILE EXECUTING THE APCH. SEA PROCS OFFICER STATED THEY HAVE RECEIVED NO RPTS OF ANY PROBS WITH THE NDB AT PWT.
