Narrative:
A PA-46 was instructed to turn left on taxiway P hold short of runway 9L and remain this frequency. The aircraft switched frequencys without acknowledging hold short. An air carrier was cleared for takeoff on runway 9L and the PA-46 was observed taxiing at a high rate of speed. After repeated attempts to contact went unanswered, aircraft was told to hold short of runway 9L by inbound ground control. Departure aircraft stated, 'we saw him, we're off.' the taxiing aircraft stated on telephone that he was short of hold line when aircraft departed, but went onto the runway after departure flew by. Contributing factor: outbound ground was instructed to taxi aircraft to a closed runway. No one else was notified. No closure strips were removed. Inbound taxied PA-46 across runway assuming runway closed because of closure strip.

Title: PLTDEV OPDEV INVOLVING UGA XING ACTIVE RWY.
Narrative: A PA-46 WAS INSTRUCTED TO TURN L ON TXWY P HOLD SHORT OF RWY 9L AND REMAIN THIS FREQ. THE ACFT SWITCHED FREQS WITHOUT ACKNOWLEDGING HOLD SHORT. AN ACR WAS CLRED FOR TKOF ON RWY 9L AND THE PA-46 WAS OBSERVED TAXIING AT A HIGH RATE OF SPD. AFTER REPEATED ATTEMPTS TO CONTACT WENT UNANSWERED, ACFT WAS TOLD TO HOLD SHORT OF RWY 9L BY INBOUND GND CTL. DEP ACFT STATED, 'WE SAW HIM, WE'RE OFF.' THE TAXIING ACFT STATED ON TELEPHONE THAT HE WAS SHORT OF HOLD LINE WHEN ACFT DEPARTED, BUT WENT ONTO THE RWY AFTER DEP FLEW BY. CONTRIBUTING FACTOR: OUTBOUND GND WAS INSTRUCTED TO TAXI ACFT TO A CLOSED RWY. NO ONE ELSE WAS NOTIFIED. NO CLOSURE STRIPS WERE REMOVED. INBOUND TAXIED PA-46 ACROSS RWY ASSUMING RWY CLOSED BECAUSE OF CLOSURE STRIP.
